Default Item Procrate

Anyone know how to interpret the "procrate" column of the items table? The minimum value in the DB is -75 and the maximum value is 11,000. Oddly to me, it seems like the weapons that proc the most in the game are those with a negative value procrate (see item id # 28849 with a procrate = -50).

Ugh doing math on a hang over is a bad idea.. A couple coffee's later, i think what the wikki says is if procrate = -50 (ie 50%) than that should be interpretted as "this weapon will proc only half as many times as the "normal" proc rate. And a procrate = 50 (ie 150%) means "this weapon will proc 1.5 times the normal proc rate". So the weapon with a positive procrate value will proc more often than normal, but a weapon with a negative procrate will proc less often than normal. Unless someone can correct me on this, this is what I am going with.
