Default Simple Questions

I was able to pretty easily bring my home server online following the steps outlined in the Wiki. The amount of work that has gone into this thing is amazing and I had a bit of fun wandering around the Tutorial zone. I had a couple simple questions that I haven't been able to find complete answers but please forgive me if I missed a post or two.

1) I've already ready glanced over the the NPC Edit Sticky here so I think that might be my best clue how to do this. Is there any method to easily scale down MOB health to make 'soloing' in my new little world easier? I have an idea as to which tables I need to edit but any insight would be appreciated.

2) How can I manipulate XP gains? I haven't been able to find much on this. Ideally, I'd like to learn how to change the amount of XP each mob gives, how to change the amount of xp needed per level, or both.

Again, I apologize if either of these questions have been discussed in other threads I may have missed. Thanks for your time!

EDIT - I neglected to mention that I am using the version of the PEQ made available by their CVS method
