Try installing in a directory that isn't under Program Files. Vista and Windows 7 have special permissions for those directories, so the change you made to the eqhost file there may not have had any effect. Something like C:\EQ would not have the same problem.
Also, make sure you're running the right program. You should make a new shortcut to Exerquest.exe and add patchme to the end of the command line. It sounds like you might be using the shortcut the installer created which isn't the right one.
