Default Slow run speed/"Rubberbanding"

It looks like this forum is for people who run servers, which I do not, but I think someone on this forum might know how to solve my problem.

I play on project 1999 and am having some strange lag issues. When I run, I go extremely slow. Someone said that to them it looked like I was "rubberbanding": bouncing back after every few feet that I move forward. Other than this the game runs fine. I had Dual Core CPU issues, but have corrected them with the fix on the forums.

If anyone has any idea what the root cause of this could be, I would really appreciate some help fixing this.

If other people see that and not you, that would suggest to me you have significant lag and/or packet loss between you and the server, and what they are seeing is the server updating your position when it can "see" where you are again every couple of seconds.

That sounds like a possibility. What are some ways to reduce lag? I turned down my far-clip plane and did a couple of other things in options but it didn't really fix the problem.


The numbers above the green bar in the top left say 100% and between 30 and 60 ms. Would this indicate that it is something other than lag?
