Tomer's Rescue Quest - Not Working

This is a quest in North Qeynos. Tomer Instogle walks around in the qeynos newbie area. You need to talk to Seta Bakindo, one of the guild masters. She supposedly flags you so that Tomer will follow. Tomer does not reply to anything, so I suspect the quest flag that Seta supposedly sets (she responds to the correct verbiage, for what that's worth, indicating it should be set), but I don't think the flag is really getting set.

Faction is warmly with a human monk, so that should not be the issue...
