Default Heal Amount not being applied

Good afternoon. long time listener; first time caller. (Sorry) Thanks to all for all the answers I've gotten without having to post. The work is incredible here. Special shout out to Akka for the repack!

I'm having an issue with heal amount. I raised the cap on my server and look at my healing spells. All spells are hitting for exactly the same amount. Heal amount is not being applied to any spells. This is also true for spell damage which I also raised. Is there a code somewhere that turns heal amount and spell damage on and off? It isn't applying at all.

spell damage and heal amount is normalized. Which means the amount is based on cast time. No idea if we do that math correctly.

OK after a few reboots it's working for some classes but some don't have the boosts. I didn't change anything, just pulled up a few different classes to test them.

Nec / SK works (boosted damage, boosted heals) Mage, Paladin, and Shaman do not. I didn't finish testing the rest yet.

update to above: You're right, it's a cast time formula. I just found all that and will adjust as I need to scale. You're awesome! Thank you!
