Default How to disable PvP for a spell

I recently noticed that the Spell: Forlorn Deeds is casting on player characters on my server. I want my server to be PvE, not PvP.

The only options I see for this spell are:
pvpresistbase -62
The resist base in player versus player.

pvpresistcalc 135
The calculation for resistances in player versus player.

pvpresistcap -81
The maximum resists for player versus player.

Is there a way to turn on/off PvP for specific spells? I didn't compile from source (used the Akka repack).

I noticed that spells like Mesmerize (single cast) allow me to mez player characters but AoE spells like Mesmerization do not allow me to mez player characters, causing an in-game error that states: Your target cannot be mesmerized (with this spell).

I'm hoping this is a simple setting that I can update.

I see that in rule_values there are two settings for PvP:
World:PVPMinLevel
World:PVPSettings

I have both set to 0 right now, which I'm assuming means that PvP is disabled and there is no minimum level to begin PvP with another player character.

Finally, as a test, I tried to attack another player character on my server with a basic /attack and that does not allow me to PvP (which is good).
