All hail EQ Gods, I nee some help please

Hello, everyone. I am trying to fix a couple odd errors with my server.

Issue 3:
I have #peqzone and #fz set to 0, but NO client can use these commands as it responds with "Your access level is not hight enough to use this command"
But when checking karma settings and account settings, its fine. Nothing seems out of place. Even when setting Access level to 1, after a reboot, clients still can't use the command. Please help!
