Merc being attacked by non-neutral NPC's

I have a half-elf healer merc and most NPC's in most towns treat her as KOS (but they don't attack me). The exceptions are the more neutral towns like Shadeweaver and Crescent, where they leave her alone. What could be causing this? It feels like a faction thing but I don't see anything about merc factions in the DB.
