Default Cant create Bots

I have a windows based eq server installed and running based on the eqemu guide for installing EQEmu Server on Windows.
Initially when I was running the install script, it was asking if I wanted to enable Bot's and I would press the "y" key for yes. The script would get to the end and would say to make sure the server was running and press any key to exit. But I noticed that the Spire webpage was not loaded and I was not getting the install_config.yaml file.
So I wiped everything and reinstalled, this time not enabling Bot's. Get to the end of the install script, I get the Spire webpage, and the install_config.yaml file. Everything is running and working as it should be.
I go into Spire and Enable Bot's. I look in peq, using Heidi, in the rules_values Bots:Enabled is True.
I Startup Eq and type in #bot and I get a message back saying "Bot commands not available."
What am I missing?

I have an old install so maybe this wont work.
In the rules is a command available with a level next to it.
80 allows certain things 100 gives more privileges. 255 is GM and all commands.
What level do you need to have #bot?
