Army creation

I was wondering in the GM servers where you can be a GM, can you make a whole army then charm the hole thing? since think of it, it seems possible if you spawn a bunch of people and then have them charm eachother and then you charm the leader. would it work??? or how could i get it to work? can anyone help me with this please? i wanna make a big army of halflings.
