Default Help would be appriciated

I downloaded the EQ Admin v. 4.6 and think its great. I cant seem to figure out how to instal it though. Could someone tell me how do make a database and use the Grant command. I couldn't find it on the database server website. I cant seem to make the database itself earlier and im not sure what to put in that prefs window. Also how will I load it onto EQ itself? You guys seem to be experts so any help would be great.

P.S. I know this is really stupid, but does this generate items on the LIVE real eq server or just on local?

Default Update

Ok I know managed (frustratingly) to make an EQ database and using another post put the db.sql file in and use it sucessfully. Now, what do I put in the prefs box? For username and PW do I use the one I put in at the beginning when I started the WinMySQL admin? and for server name and host do I put eq and my IP adress? Just not sure cause it wasnt working
