He is still casting it on himself, using:

Code:
quest::selfcast(Buff Number);
It should work according to everyone...

Well, I am trying this now, hopefully it will work:

quest::settarget(entity,$userid);
quest::selfcast(Spell Number);
I am hoping that will fix all my troubles.

castspell worked back when I was working on Evertorn and had "mysticals"(basically NPCs that give out various buffs)...interesting to see it's broken now. Wonder how that happened.
