5996 is dead and has been for some time.

Yeah, I've got my eqhost.txt reading this:

[LoginServer]
Host=newlogin1.eqemulator.net:5994

And I've got it set to read only. I click the 'login' button in the EQ startup screen then enter my username and pass and it's giving me a timeout.

Are you sure there is no space at the end of the [LoginServer] line ? That will cause a timeout error.

Do right-click, save-as on my eqhost.txt and overwrite yours with it and see if that works (turn off the read-only attribute on your eqhost.txt first).

That worked. Thanks! But now it's telling me a connection could not be made with the server. I'm about to check if it's down right now or something.

Aye the login server appears to be down right now:
