Default Rof2 and revamped zones on private server

I had a private server running for some time and was using Rof2. Recently I installed new solid state hard drives. About a week ago I rebuilt my server, installed my backup just to get my chars and such on there, then did the most recent update. Everything seems good except I am being automatically sent to revamped zones, such as commonlands and Ro, and the Ldon guys seem to be nonfunctional in these zones.

Now, I don't do any modifications or anything, I just get the database and run the updates. I was under the impression if I did it this way my server would pretty much be a clone of Peq. If I log onto Peq with the same Rof2 client, I get sent to east commons, north ro, etc., all the older zones where everything works just fine, so it has to be something on my server?

When I had my server up before I replaced my hd's I never had this issue, using the same Rof2 client. I think I would get that message going from pok to Freeport asking if I wanted to be sent to the revamped zone, but now I don't get that it just sends me to revamped zones.

Can anyone tell me what I'm screwing up here? Or is there an optional update somewhere I'm missing?
