How do servers gain 'Legendary' status?

So I'm returning to EQEmu after playing emulator servers mostly in the 2000's. How do servers become Legendary status--is it a player count thing, amount of traffic coming through, maybe community voting?

I particularly have Shards of Dalaya in mind; it's the one server besides P99 that really comes to mind when I think 'legendary', being around since '02? if you count the Winter's Roar days. And I don't think I've ever seen another pserver for any MMO that essentially builds out a whole new full-scale game like SoD does. Wish it were up there to help it get the attention it deserves!

There is a number of criteria to be listed as preferred and legends that include, average number of players, community engagement, time listed, etc. based on those quarterly they are reviewed and adjusted. You can see details in discord of the last quarterly review in a thread.
