Do bots not have access to all their spells?

Hey there! My friend and I have a private server and attempting to complete content in order it was released using a limited number of bots and ourselves.

We're about to fight Nagafen, and I was trying to get my bard to run Psalm of Mystic Shielding. I manually added it to his spell list, and it shows as enabled, but when I toggle on the spell list he doesn't use it.

Then I found ^spells min level and realized it's not in his list at all. Is it possible to force the bot to use it? Or does it have to be added to the spell table for AI usage or something? Thanks!
