That would be entirely in the hands of the client. I'm not sure if it's consistent about it in the first place -- may depend on race/gender, how far ahead of the view point the hands go during combat animations, whether the view point "bone" is animated along with the head or static, etc. Not showing self-cast particles in first person is probably deliberate -- having the screen clog up with particles sounds more like a defect than a feature to me (I know it sometimes happens just from holding particle weapons and walking around, annoying).
