SK - Combat Innates proc but no heal

SK combat innate line which procs and deals damage + heals the SK aren't working correctly. They are procing and dealing damage, but they are not healing the SK.

It's important to note that the spells -will- heal the SK if the spell crits or is modified (i.e. AAs increasing heals, items increasing heals). The same behavior is being displayed on lifetap proc augments.
