Angry Client Particle System Bug

There is a subtle, yet very annoying bug to me with the Titanium client and perhaps other clients.

I am hoping someone here might have some ideas as to what can be causing it and how to address it if possible.

It's a little difficult to explain and it regards spell particle effects.

Players do not see other player spell's target effects as designed. It appears that they are somehow scaled to about 80% opacity and medium density even when the settings are maxed out.

Spell particles do appear accurately for everybody during the casting phase of a spell. The target effect, however, doesn't.

The player always sees their own spell particles correctly, including their target. It is when other player's spells hit other targets that they get scaled down. If another player or NPC casts on you, you'll see the full effect on yourself.

I'm sure it has nothing to do with the spell files. I thought it may have something to do with the client screwing up the settings where you can limit whose spells you can see, but since it is not affecting the casting phase, I am at a lost. I also cannot think of anything server side.
