Default Limit expansions by client

I am working on setting up a custom server (still a long way off at this point) and each account will start up with just classic being available and unlock further expansions as you progress. I know i can create zone flags to lock people out of the zones untill they meet certain requirements, but how about locking them to only being able to create classic chars untill they unlock RoK then they can make sarnaks, ect. In the ruleset i know how to change it to which expansion I want available, but that effects the entire world. Do i need to go into the source and make some modifications myself to achieve this or does it currently support this?

No, nothing like that exists, so you would need to modify the source and/or deal with some zone flagging and perl scripts to handle that.

In the account table of the database there is a column titled rulesflag .. what does this effect atm?

That flag is used to prevent people from moving unless they use the #acceptrules command to agree to the server rules. It's something you would need to enable by adding a rules variable in your database with the server rules. I haven't seen any servers actually use it.
