Need help making new accounts please.

How do you go about making new accounts for minilogin? I set up a server on a lan connection so me and my wife could play but neither of our computers are able to connect.I searched the forum but cant find clear, concise instructions on how exactly to set up accounts. I am really new to the whole concept so please if at all possible dont skip any intermediary step that i would know to do if i were as smart as any of you guys. =/
Also how do i get to the miniloginini.txt i cant find it anywhere.
btw i set up the server using the server pack installer it plays fine if we run eq on the same machine the server is on but neither of our 2 other computers will connect.

If you're using 061.dr1.. (Which I assume you are).. if not, a search of these forums should locate the correct informatin.
