EDIT - I figured this out. You CANNOT use the GM command #kill to TEST your quest task. You must actually kill it with a real spell or melee. Duh!
I posted over in quests need-work forum a couple weeks ago this issue but I don't think it gets much traffic. Having some issues with a kill quests not updating after killing the mob. I built my quest by hand but I actually went back and verified everything using the EOC 2.0 tool and it looks fine. I am trying to build out all the Franklin Teek hotzone quests currently out there on live.
