If you have it installed under the Program Files directory then you will need administrative access to make changes to any files in the directory. This will also cause the game to use virtualized file access for anything it tries to save in the game directory, which splits the new files into a different directory that you may have some trouble locating.
You can move the directory somewhere else, like C:\eq to avoid this, or you can run notepad as administrator to edit the file. I prefer to move the directory and avoid the headache.
