Default Level 1 character - casting sends mana to zero

I found a few articles on this but I can't seem to figure out why it's happening. I have a level 1 character and if i set his account status to 255 he can cast fine. If I set his status to 0 then it just says "spell interrupted" and mana goes to zero.

Is this a big or does the status needs to be something other than 0?

Is there a page that shows what default account levels give access to?

Agreed he is having the same issue but he didn't find a resolution. They talked about clean client installs and some other things but none of those really work. It's really odd that I can replicate it in this exact scenario:

1. start a new character, scribe one spell, try to cast it., says "spell interupted" and mana goes all the way to zero. Take mana back up to full, repeat, same result.

2. Set status of that character to 255, issue is resolved.

Seems like some sort of permission issue with the person being set to status 0?
