Yep, Another Connection issue

Good Morning.

Newbie here, so i'm learning as I go. Been trying to connect to EOC but keep gettting the errors of:

Cannot connect to server!
Cannot connect to database peq

Port 3306 is Established
Port opened within Windows Firewall and Router

Using Heidi
User created, entered 142.44.176.142 with Global Priv checked
Using the default root username and password for peq

Even uninstalled bitdefender thinking it maybe blocking the port
