Default Zone.exe stuck at Loading NPC Faction Lists

Looking at all 5 of my Zone.exe screens, they are all stuck at Loading NPC Faction Lists.

I have upgraded to 0.6.0-DR2. My database was setup from the barebones.

Any help gratefully appreciated,
Thanks.

Code:
ALTER TABLE npc_faction_entries ADD COLUMN `npc_value` int(11) unsigned NOT NULL default '0';
