DB.ini ERROR with World.exe

I am getting this error when running world.exe and zone.exe

" cannot locate db.ini"
please read readme.txt

db.ini is in the same directory as world.exe

I have followed the manual to a T from the forums.

Compiled with VC 6.0 (Followed the manual on that)

rewrote all of the ini files from scratch still the same result.

Recompiled from scratch still the same error.

Tested MySql eq data base and it works fine since I can go in and see all the tables and the data.

deleted the database and recreated it.

tried the same source on another computer and installed mysql and cvs to start over....same error...
