Default detrimental spells not taking down buffs

Please let me know if this is incorrect, but I've seen two instance of this bug on my server:

listless_power overwrites augmentation on the GUI but not on the server. Zoning forces the GUI to show both up, which isincorrect.

Snare does not overwrite sow.

Both do overwrite on live.

I just deleted this code in spells.cpp ( 648 -658 ) and things seems to work for me.

Please forgive and correct me if I'm missing something.
