Question: When you're making, or editing, these spells are you distributing the new spell file? Also, by "permanate" do you mean the changes are temporary and revert back after a restart?

are you distributing the new spell file?

probably not, could you link a spell tutorial on what all files I have to effect to make changes? I dove into the spell txt file, I could interpret the numbers and can make changes there , that effects most of the spells effects, but im sure im missing something more as you said... any help would well help thanks in advance.

There should be a script in your server folder called 'export_spells.pl', you should be able to edit it from the inside and run it from a command prompt to export your spell file much simpler.
