Default Required level for spell to take affect?

Anyone know how to set a minimum level for spells to land on a player? I glanced through most of the spell tutorials and did not find anything.

Have you tried using the spell editor in the tools section by Ailia/Bleh? The editor is extremely useful for easily editing spell files. I haven't tried making a min level for a buff to land, but it probably wouldn't be hard to figure out how to do that using that tool. All you would need to do is find a spell that you know already has a min level for it to land, and then check which value it is that set that.

I used Ailia/bleh editor and didn't see any field or entry that pertained to minimum level to take affect.

After looking at some info in the Wiki, it looks like you would need to add an effectid value of 142:
