Default NPC spawn bug

Im having an issue on my server and im not sure how to correct it...

*Some* NPCS just refuse to spawn. And by some I mean, half the zone will, half the zone wont. Some named do, some don't. Some trash does, some trash does not. Its in weird zones to, Guktop, skyfire, Elementals, and just random zones.

- Yes I checked pl's to make sure that named were not being effected. That would hold nothing on trash tho.

- Yes I checked their respawn time delays and variances, globally everything is set for 640/0.

Im confuzzled.

If this is a new server, did you copy your map files?

It is a new server and Yes Im pretty sure I did but let me double check.

I know this is old and I had no idea that hardware was correlated to this issue, but I found that my mobo and my OS were not set on the same date. I found my CMOS battery was dead and or not working so i replaced it and set my time/date settings and now I have no latency or repop or characters getting stuck in limbo issues. Hope this helps someone in the future lol.
