Spell Effects Description on Client

I've noticed on some of the servers that when a spell is cast on you, you get a description in you chat window of that spell which includes Spell ID, Buff Slot Duration , tics etc...

Is this just show from a Server that runs on Linux or will the windows version do the same, but you need to enable something?
