Default water z axis help?

Okay let me start this off with what I *think* to be true. Unless I set a path for an npc in water, it will sink to the floor and proceed to occasionally bounce up and down between its Z spawn location and the ground beneath it.

What I want to do.. is have certain stationary npcs, that are supposed to remain still at a certain Z axis and not be on a path. I wasn't sure how other people had this set up.. so I took Undertow as an example. Seahorse in kedge that is supposed to spawn at the top of the underwater temple and remain there. So i gave him a path, circular, between 2 points which are .1 x/y difference from each other with a pause of 99999 or something. This created the effect I was looking for.

So, using that same principle, I went to Cazic Thule.. and tried to get the avatar of fear to remain in the green bubble. He will not stay in the bubble :T Bounces between the Z axis inside the bubble where his spawn point is, and then rests on the ground beneath.

My question is.. why will this not work the same way? Does the green bubble not count as water?

Furthermore, is there a way to have spawns remain at their correct Z axis height without being on a path?

I have the water map files in the correct location and my water rules set properly according to the post located here http://www.eqemulator.net/forums/sho...light=geometry

Any help is greatly appreciated!!
