Default EQ will not load on customized Server 2003

Windows 2003 eXPerience Edition (not legit)

eqgame.exe will not start. I never get to the EULA screen. I get a loading pointer for a second, a black box flashes, and then nothing. No errors (error boxes) are shown in this hack of windows, things simply crash quietly. Not sure how to enable error messages. Fresh titanium install, Nvidia drivers are up to date, hardware acceleration is on, DirectX 9.0c and everything up, refresh and resolutions are set to monitor native, and I tried the config OptionsEditor.exe. Below is my eqclient.ini after running the config utility (took out the model info to save space).

Please refrain from flaming about the OS. I would like help determining what components are absent/haywire. As a sidenote, HL2 works just fine and StarCraft works after patching.
