Default Changing skills

Can anyone tell me if it would be possible to completely change how certain skills work? I was thinking it would be interesting to do something like make the cap 100 and then make it so that every point in that skill was like a percent to hit. So if you had a 50 skill, you would hit 50% of the time with that weapon type.

well I am no expert on actual code, but, given your question here few basic things you need to know:

First of all you need to know how to code in C++. (or find someone who does)
If you got this part covered, then you need to donwload the source code on the google project for Emu here:

http://code.google.com/p/projecteqemu/downloads/list

Then find where skills are handled, and recode them to whatever you like.
Where excatly are they coded - I don't know. You can try to look yourself, or perhaps one of the devs could point you to the right place.
