The current best source of documentation is the source itself. Look at spells.h, it gives a complete definition of the spell structure.

The last version mongrel put out should work, I dont think sony has EVER changed the way they do spells therefor any version of his spell editor should work(but they may be buggy).

*edit* oops forgot to mention that since SoE added new spell effects the ones listed on mongrels are inaccurate, it sohuldn't change your ability to edit spells you just need to be more careful when editing spell effects.

not sure if this would affect the way spell editors work but the 13th patch made some changes. spells were broken down pre-50 so everyone gets at least one spell per level. because of this, they also have reduced effects at the earlier levels
