Only Image knows for sure if it's permanent, and he hasn't posted much of late. Speculation: Image will host a server at some point to the public; he always does when he can get useful debugging done.

I think this is the short term permanent. As for why it went down, I have no clue! Check irc chat. People often give quick updates there.
