Maybe have "safety" levels. For instance, when someone reaches level 9, they will revert back to level 6. However, when someone at level 10 dies, they only lose X amount of experience. If they die at 11 or 12, they revert to 10. I remember the discord server, and IMO it may have been longer lived if something like the above was put in place.

Consider maybe 2 or 3 cities near each other. For instance, Freeport and Neriak; or Ak'anon, Kelethin, Felwithe. This way, players remain in close proximity, but allows for the option of newbie city wars. Dividing into factions from one starting city is much harder.
I think a level cap may also be a good idea. If possible, maybe even have no level cap, but have spells lose effectiveness the wider the level range. Perhaps the same could be done for detrimental and beneficial spells alike.
