Have you install all the files where is in archive ?
Have you install Maps directory from this : http://www.eqemulator.net/forums/showthread.php?t=18184 ?
Are you using Peq_velious_Beta1_DB ?

If all is right, don't understand.
I haved this problem when i don't have right configuration files :(

Edit: forget one thing :

That help much and don't forget to restart your PC for clean memory, i think this DR3 trash some memory :(
