Default Heavy packet loss with 3+ people in zone

I can play just fine 90% of the time but as soon as more than 3 people are in a zone I start getting heavy packet loss and end up going linkdead within 2-3 minutes. I've tried all sorts of datarates, bypassing my router, disabling my firewall, etc. and nothing seems to fix it. No one else has this problem on the server I'm playing on.

I seemed to have the same problem in kurns tower, however only one of my players got disconnected(same person would LD every time). Whenever I had 3+ people the lag bar was going crazy, but in befallen I had more than 6 with no lag problem. I still have not found any fix for it, however I'm pretty sure its zone related.
