Simply allow an understrengthed race to summon some a very nasty pet with AoE. That would be a great equalizer.

As for the swamp wars idea = great, but...

If it is a slow grind to level to a reasonable PvP level = bad. Try the Guild Wars approach - low level cap, High EXP rate. That allows peeps to jump on, pick a side - level up and join the fray before they lose interest.
