Default Skill points past the first point

Anyone having trouble training skills past the first point at a Guildmaster?
I'm running into a situation where once any skill is trained at all, it can never be increased by trainers. But at least the first point can be trained at the GMs.
Also an extra bug I noticed: created a level 1 dwarf cleric, leveled him to 40 to test this. Training in Specialize skills sets them to 66. NOt sure where that is coming from in the code.

Tested with old characters and newly made ones of various race/ class combos with the same effect.
