Newbie question (cant find topic anywhere)

Sorry if this is a double post.
I am new to this server thing. And i made a public server but i cant access GM stuff.. Anyone know the code to put in to SQL to allow me to be a GM on my server.. or a change in anything.. thank you all for your time..
