Default off-line world creating

Can you build worlds off line?
I have an idea for a world, but i dont realy want to connect to the game everytime i want to add/change something.... thx

i should have been abit clearer...
i mean is there a program out there that i can use to creat and edit a database with out running EQ or Eq Emu?

The FQAdmin tool is your best bet, look for it on the 3rd party tools forum.

EQAdmin connects directly to the database but I am noticing that it is having problems ingame after I do anything spawn wise with it. EEE is better but still having some issues. In all times they are connecting directly to the database. I am working on a offline solution but need to do ALOT of work on it. Currently it is called Spawner and will create or append(if file exists) 4 files that can be then sourced into the database. Good luck with the tools.

To be quite honest the only thing you NEED is a text editor. Open db.sql in notepad and edit it. That said, it usually isn't the easiest solution
