Make sure in variables table, the Rules value is empty. If there is data in this (even a space), your server will not allow any clicking or moving until you type #acceptrules. It's a way to prevent people from coming to >your world< and whining about how you choose to run a server.

Either that, or in your account record, rulesflag field, set it to 1.
