A "Kunark only" server with a simple Sullon Zek ruleset would be awesome! Make everything exactly like it was during release, no fancy content, just most races start out in FoB or something.

Kunark is a good size for a small emu server to keep PvP common place. And it supports levels 1-60.

You could do a similar thing with Velious, but Velious by itself you would need to start off at lvl 30 with some gear.
