the process for "owning" a bot is to
1. #bot create
2. #bot spawn
3. #bot group add
The bot is then owned by you and nobody else can spawn it. If you skip 3(or somebody is watching for new bots and messin' with you), somebody else can #bot group add your bot and then they own it. The #bot create will return the npc id that will likely be in the 2700000 range, much higer than you 999426 number, othewise it will return a create failure message. Your low number might mean you are using an old database or old version of the bot code.
