Its probably a zoneline. Those seem to be in the client itself. You will have to have a destination established or it will do what you describe. I guess you could set the destination to the same zone but to a point just before the zoneline if you like. That way the player just gets thrown back if they try to use the zoneline.
EDIT.. And what I mean by stored in the client is that its in the zonefiles. If it were legal to hack them you could remove it.
