[Debug] [RULES__ERROR] Unable to interpret rule record for World:ExemptAccountLi

When you see a bunch of errors about rules not loading like that, it means that your Database is newer than your server code revision is. You need to update your server code from the SVN to the matching revision of the database you are using. The downloads from the download page on this site are way out of date.
